It's just a cosplay/impersonator, in the WYWF video both Gwens are Gwen herself.

I absolutely ADORE the costume design - it's marvellous. I wanted to make this into a cosplay so bad xD
Someone
told me it's a design by John Galliano, I couldn't find any proof of
that, yet. But since she wears a lot of his fashion, it's quite
probable.

So? They aren't identical because she (this girl) put it together to make it look like Gwen...
it's probably not the actual clothes from the shoot that Gwen wore..
